Importance of Outgoing or Outbound Links in SEO

I have a questions here..
What is the significance of outgoing links from your website to other websites in Search engine optimization. Does excessive linking get your ranks a down? as Yahoo site explorer marks your footer links as over linking?

whats the idea behind this one?

Dear Kevin,

Basically outbound links mean only good for your website unless you are linking back to spammy websites. Try to link to more relevant and niche related content so that it makes sense. In addition, Footer links are safe - that is why most famous websites have them!
