      Getting backlink from the is almost impossible, unless they find so much value or relation in what you offer.
      Again another option is to get more backlinks from lower PR websites

      If I have understood your question correctly- Yes it is possible to have high PR and low visitor count. Your PR depends on backlinks and quality of backlinks to your website from related niches and not on traffic directly.
