Joshu, sending the DMCA to Google can get the infringing site de-linked (banned) from Google, but doesn't get the site taken down altogether. You'd also have to send it to all the other major search engines to get the site de-listed from all of them. Sending the DMCA to the ISP can get the infringing materials removed or the site taken down altogether.
